Interesting. It shouldn't be this way. I'll add a test case and a fix - define priority.

UMOs with multiple versions show up as separate UMOs
on listings and in counts. I don't think that's the
desired behavior. Instead, we should show links to
last version to UMO editors, and link to last published
version for the rest. Alternative is to show a drop-down
with accessible version list.
Do we currently have version listing functions?
