seeming inconsistency in class_assign_course

In the beginning of the above-mentioned function:
  IF NOT is_published(object_type_id('COURSE'),p_course_id) THEN
    RAISE EXCEPTION 'The course id=% must be published', p_course_id;
  END IF;

Now, as far as I understand, is_published testes umo_version,
while p_course_id would be umo_base. Am I missing something?
